FIFA wants to spin the World Cup into a subsidiary called FIFA Forward Enterprise and sell 20% of a $20bn valuation to outside investors, raising up to $4.2bn. UEFA's 55 member associations met and voted unanimously not to enter FIFA competitions if the plan goes ahead.
