State Council Order No. 841 takes effect on 15 September and sets out advisories and dissuasion for travel to high-risk countries and regions. In Japan it circulated as an order barring Chinese citizens from leaving at all, and the threads filled with jokes about a sinking ship. A separate video said to show roughly 18 billion yen in cash hidden by a government official spread at the same time.
