Toei Says It Never Licensed the Paris Dragon Ball Park
A Dragon Ball theme park near Paris, announced alongside a large Saudi investment and reported widely in Japan, has no license behind it. Toei Animation stated that neither it nor the other rights holders granted anything or knew of the plan, and the images used in the coverage turned out to be official material for the Saudi entertainment city Qiddiya. Japanese threads spent less time on the licensing question than on what the announcement said about how lightly Japanese properties are treated.
